Nowdays, flood should not be a problem for a big city like Surabaya. But in the reality, some areas still have this problem, including ITS's area. There are some areas in which the water stucks and can't flow anywhwere in a long enough period, eventhough they have five pumps of flood. The analysis is based on some factors, the elevations data and the closest point of the waste water channel. The lowest elevation from every area is a place where the water can't flow anywhere, so we must place the pump to the area. The waste water channel also a factor to determine the pump's location. The closer the flood's pump to the waste water channel, the easier the stuck water in lowest areas can be pumped to the big water's stream. The software has already benchmarked with the exist pump's location. The calculation result from the expresion shows that the calculation is appropiate with the manual calculation. It shows that we can use the system to find the efective pump's location and calculate the capacity of the flood's pump technically. Abstract in Bahasa Indonesia : Saat ini, banjir semestinya sudah bukan merupakan masalah, terutama bagi kota besar seperti Surabaya. Tetapi kenyataannya, beberapa areal masih juga mempunyai masalah tersebut, tidak terkecuali areal ITS. Masih ditemukan beberapa areal yang mengalami genangan air cukup lama, padahal telah terpasang lima pompa banjir. Analisis dipengaruhi oleh beberapa faktor serta pemberian bobot pada data elevasi dan titik terdekat saluran pembuangan air. Elevasi terendah di setiap areal adalah tempat genangan air terjadi, oleh sebab itu pemasangan pompa banjir selalu berada di tempat tersebut. Saluran pembuangan air juga merupakan faktor dalam penentuan letak pompa banjir. Semakin dekat pompa banjir dengan saluran pembuangan air, maka air yang terkumpul pada setiap areal dapat dipompa ke saluran besar. Perangkat lunak yang telah dibuat telah diujicobakan dan kemudian dibandingkan dengan letak pompa banjir yang telah ada. Hasil perhitungan dengan menggunakan rumus yang telah ada, menunjukkan bahwa perhitungan perangkat lunak ini telah sesuai dengan perhitungan manual yang didapatkan. Hal tersebut menunjukkan bahwa sistem dapat dimanfaatkan dalam mencari letak pompa banjir yang efektif dan menghitung kapasitas pompa banjir secara teknis.
